Question:  

How do they determine how much $4,000 worth of personal goods you can keep ... it is based on retail value or what you can sell for it now ... how does jewellery fit into this in how much it costs as I do not want to lose my grandmother's ring?

Personal goods in bankruptcy are valued at liquidation or garage sale value and not retail or replacement value.
