Can I still declare bankruptcy if I am not late on any payments? I am borrowing from one to pay off the other and my debts keep increasing. I have just been kicked out of my house and will now have to start paying rent. Also, I have a lot of cash withdrawals on my credit cards...will they ask me where the cash went?

Yes you may still file bankruptcy if you are not late on any payments. With respect to the cash advances, depending on the amount and timing, your trustee will want to know where these funds were spent.
