I have outstanding student loans and visa payments that have now been referred to a collection agency. I am currently living in Vietnam and as such, make very little money by Canadian standards. Therefore, it is extremely unlikely that I will ever be able to pay these loans off. Can a creditor in Canada pursue leagal action against me over here? Can I declare bankruptcy from here?

I'm unsure whether Canadian creditors can collect in Vietnam but would doubt it. A bankruptcy would not discharge your student loan if it is less than 10 years since you completed your studies. Canadians who are living in other countries can file a bankruptcy but the Trustee typically requires the fee up front.
