My son has about 30,000.00 owing 20,000.00 is for a car that he totalled off with no insurance the other is 10000 in credit cards and has no job my question is how can he claim personal bankrupcy and will that clear up these?

Bankruptcy should clear the car debt although the creditor may request the matter be taken to Court when your son comes up for discharge. To claim bankruptcy he must use the services of a licensed Trustee. To start the process he'll need to meet with a Trustee to review his options and the process.
