Alberta Health is threatening to garnish my wages for an amount less than 500 dollars. Will they/ are they actually able to do this for such a small amount? My father-in-law is dying of cancer, and I am helping support my fiancee right now, so paying back AB health is just not an option, and a garnishee would just be detrimental to us until my father-in-law passes on

Yes, Alberta Health Care can garnish your wages for that small amount.
My suggestion would be to contact them, tell them your circumstances and
make arrangements to pay in the future or least make a small payment at
this time to show you are acting in good faith with them.
