I graduated from university in 92 and then moved to another province and got a second degree in 99. Would I be able to file bankruptcy on loans related to my first degree (it has been 10 years) or would I have to wait till 2009?

It would depend on whether you obtained financing for your second degree. If so, then you may not be able to have the 1992 debt discharged. Unfortunately, there is currently varying case law on this subject and you may wish to talk to a lawyer.
